Allegany County Local Development Corporation

Welcome to the Allegany County Local Development Corporation (ACLDC).
The ACLDC is a non-profit organization dedicated to fostering economic growth and job creation throughout Allegany County. A partnership between Allegany County and the Allegany County Industrial Development Agency (ACIDA), the ACLDC will provide specialized support for community projects that drive local prosperity.​
The ACLDC aims to serve as a sub-lender to help bridge the gap for local projects, working alongside primary lenders and the Allegany County Industrial Development Agency (ACIDA). Our goal is to provide the final piece of the puzzle to make your economic development project a reality.

Understanding the ACLDC Lending ModelAs a sub-lender, the ACLDC typically works in partnership with a lead financial institution. This structure allows for:​

  • Targeted Support: The ACLDC prioritizes projects that result in the creation of new jobs in the county.
  • Strategic Oversight: The Board and CEO provide direct oversight to ensure every loan complies with the Public Authorities Accountability Act.


The Approval ProcessThe ACLDC follows a rigorous process to ensure all loans are managed ethically and effectively:
  • Formal Resolution: A resolution for loan approval must be adopted by a majority of the total number of Directors.
  • Open Meetings: All votes on loan applications are conducted in public meetings.
  • Income Reinvestment: All income from lending activities is reinvested into the maintenance and operation of the Corporation’s lawful activities.

Note on Transparency: As part of our commitment to the Public Authorities Accountability Act, all project approvals and financial reports are filed with the State and the County to ensure ethical management.
Governance & Leadership
The ACLDC is managed by a Board of Directors. To ensure expert oversight, the board aligns with the Board and staff of the ACIDA.

Current Board Structure:
  • Chairman, Vice Chairman, Secretary, and Treasurer: These officers lead the board and oversee the Corporation's legal and financial commitments.
  • Professional Management: The board appoints an Executive Director and an Assistant Director to manage daily projects and an Operations Manager to oversee all funds. None of the employees are members of the board, ensuring a clear division between oversight and daily operations.

Accountability to the Public:
Because we act in the public interest, the ACLDC operates with a high level of transparency:
  • Open Meetings: All board meetings are held in Allegany County and are open to the public. We provide notice to the news media for every meeting.
  • Independent Audits: We secure a certified independent audit of our financial records every year and file these results with the ACIDA and New York State.
  • Fiduciary Training: Every board member must complete state-approved training regarding their legal and ethical responsibilities.

Our Commitment to Quality Projects
The ACLDC maintains strict standards for the projects we support. Every initiative must:
  • Comply with all local zoning laws.
  • Meet the requirements of the New York State Environmental Quality Review Act.
  • Adhere to all state and federal health and labor laws
