​Driving Economic Growth in Allegany County

At its core, the ACIDA is the "economic engine" of our county. Our mission is simple: to promote business retention and expansion by making it more affordable for you to build, renovate, and equip your business right here at home.

We don’t just offer "advice"—we provide strategic incentives designed to lower your costs and improve your ROI. Here is how we do it:
  • Tax & Financial Incentives: We offer sales and mortgage tax exemptions, along with PILOT (Payment In Lieu of Taxes) arrangements to reduce your property tax burden during development.
  • The Local Development Corporation (LDC): Through our LDC, we provide low-interest revolving loan funds and "gap financing" to help cover those final project costs that traditional lenders might not.
  • Micro-Enterprise Grants: Smaller operations (5 or fewer employees) can access grants between $10,000 and $35,000 to stabilize and grow.

Securing Our Future: ACIDA Releases 2025 Annual Report

As we look back on 2025, the Allegany County Industrial Development Agency (ACIDA) is proud to share a year defined by redevelopment, reinvestment, and resilience. Our 2025 Annual Report, officially released today, showcases the significant strides we have made in breathing new life into local assets and laying the groundwork for a prosperous future.

Turning Potential Blight into Business
One of the crowning achievements of the year was the launch of the Cuba Business Park. By transforming a 34-acre vacant industrial campus into a multi-tenant hub, we have set the stage for 40+ new jobs and a $1 million private investment in our community.

Similarly, we are seeing incredible progress at the Wellsville Business Park, which continues to thrive as a hub for manufacturing and warehousing.

Powering Growth Through Renewable Energy
2025 was a landmark year for clean energy. The Alle-Catt Wind Energy Proiect represents a direct investment of approximately $414 million in Allegany County alone. Beyond energy, our 14 completed solar projects now provide over $1.18 million in annual recurring local benefits through PILOTs and host community agreements.

Empowering the "Heart of Our Economy"
Our success reached the "micro" level through the Micro-Enterprise Assistance Program (MAP). Since 2021, in partnership with Allegany County, NY CDBG, IncubatorWorks, and ACCORD we have invested over $680,000 into 24 local small businesses, maintaining a 100% business retention rate. From Triple Brew in Canaseraga to the Solutions Hub in Wellsville, these entrepreneurs are truly the heartbeat of our county.

Key Highlights from 2025:
  • Total Facilitated Private Investment: Over $439 Million.
  • Brownfields Progress: Officially launched the EPA Brownfields Assessment program, initiating Phase I assessments for our first four priority sites.
  • A New Era of Lending: Finalized the formation of the Allegany County Local Development Corporation (ACLDC), which will begin issuing strategic low-interest loans in January 2026.
  • Fresh Perspectives: We welcomed our first full-time employee, new Assistant Director, Melissa Pingitore

Looking Toward 2026
We are heading into the new year with immense momentum. Our focus remains on supporting existing businesses, recruiting new industries, and ensuring Allegany County is a place where "growth and success take root".

Upcoming projects to watch include the completion of the Saxon Hill Sports Complex at Alfred University and the design phase of the Allegany Gateway Marketplace at "The Crossroads".

Building Momentum: The ACIDA 2025 Year in Review

​Key Real Estate & Infrastructure Wins
  • Cuba Business Park: Completed the donation of the GLC facility and approved a PILOT, mortgage tax exemption, and sales tax exemption to catalyze development.
  • Allegany Gateway Marketplace: Submitted a $2.7M ARC Power Grant for a new facility at Rte. 86 Exit 30 to house ACIDA offices and a marketplace for local farmers and artists.
  • Wellsville Business Park: Approved financial assistance in April and hosted site visits for a potential large-scale employer.
  • Sale of Property: Transfer of property with 2 buildings at 6087 Route 19N in Belmont and Belmont school parking lot to County.
Entrepreneurship & Small Business Support
  • Micro-Enterprise Grants: Finalized previous grant administration of $300,000 in CDBG funds assisting 9 companies and secured a $300,000 extension to assist 11 more. Conducted in-depth review of all businesses funded with 100% of grantees still operating and 33 new jobs created since program inception in 2021.
  • New Entities: Successfully established the Allegany County Local Development Corporation (ACLDC) and assisted with funding for the creation of the new Economic Development Organization (EDO).
Energy & Innovation
  • Solar Impact: Approved PILOTs for Rushford (CSG2/3), Burns (Moraine Solar $229 million project ), and Alfred (Water Chestnut). Reported on Solar Project Success through 2025 with $137M in capital investment and 62.9 MW of capacity—enough to power up to 10,000 homes.
  • Biofuel Readiness: Secured a $150,000 USDA grant to develop a Biofuel Development Opportunity (BDO) zone, signaling to investors that the region is "bio-manufacturing ready."
  • Brownfield Redevelopment: Began conducting Phase I studies through the $500,000 EPA grant with four sites EPA approved for Phase 1 studies and two studies completed by 12/31.
Marketing & Community Engagement
  • Started a news blog on the ACIDA website, launched a first-ever Facebook presence and generated positive local press, along with a May article in the Southern Tier Builders Exchange showcasing the county as a premier destination for investment.
  • Developed and presented reports on solar project impact and microenterprise grants.
  • Held first annual ACIDA celebration event to showcase the ACIDA and connect legislators, developers, local companies, and other stakeholders to discuss current and future investment in the county.
  • START up Allegany group hosted the 5th annual business competition with the three colleges.
Cohosted the manufacturing luncheon to discuss issues in the county holding manufacturers back.

Allegany County Industrial Development Agency Launches New Local Development Corporation to Expand Financing for Local Projects
BELMONT, N.Y. (January 1, 2026) – The Allegany County Industrial Development Agency (ACIDA) is proud to announce the official Allegany County formation of the Allegany County Local Development Corporation (ACLDC). Established to bolster the region's economic landscape, the ACLDC will offer low-interest loans to support expansion and retention of Allegany County local businesses.
The creation of the ACLDC is a complement to the hard work of Executive Director Craig Clark and the Board of Directors. Over the past eight years, their strategic management has ensured the ACIDA is profitable enough to have the ability to provide the administrative support and capital necessary to launch the LDC. This effort has put the LDC in a position to serve as a strategic financial partner, designed to provide a critical "piece of the puzzle" within a project’s total capital stack. Rather than serving as a primary lender, the LDC will focus on filling financing gaps to ensure viable county capital projects reach the finish line.
“The ability to support and work with the Allegany County formed ACLDC represents a significant step forward in our commitment to fostering a thriving business environment in Allegany County,” said Judith Hopkins, Board Chairman, on behalf of the ACIDA Board. “By offering flexible, low-interest financing, the ACLDC is providing the necessary tools for our local entrepreneurs and established businesses to grow, create jobs, and invest in our community’s future.”
Loan Program Highlights:
  • Targeted Assistance: While maintaining flexibility, the ACLDC generally expects to provide loans between $30,000 and $100,000. The purpose of the loans is to assist Allegany County companies in funding capital investment for growth while retaining employees and expanding their workforce.
  • Strategic Gap Financing: The ACLDC is positioned to work alongside traditional lenders, acting as a secondary source of capital rather than the prime lender.
  • Low-Interest Rates: Funding is provided at competitive rates to lower the barrier for local expansion and development.
  • Compliance & Oversight: The ACLDC operates in strict accordance with the New York State Not-for-Profit Corporation Law and the Public Authorities Accountability Act (PAAA).

Empowering the Heart of Our Economy: The Allegany County MicroEnterprise Grant Program

At the Allegany County Industrial Development Agency (ACIDA), we believe that our small businesses are more than just shops and services—they are the backbone of our economy and the soul of our Main Streets. Since 2021, we have been proud to partner with Allegany County and the NYS Office of Community Renewal to deliver critical capital through the MicroEnterprise Grant Program.

Today, we are thrilled to share the remarkable results of this initiative, which has funneled over $680,000 in direct investment into 24 of our local small businesses.

Real Dollars, Real ImpactThe program targets "true" microenterprises—businesses with five or fewer employees. By providing flexible grants ranging from $10,000 to $35,000, we are helping entrepreneurs modernize, expand, and create local jobs.

The Results Through December 2025:
  • Job Growth: 33 new jobs created and 46 jobs retained.
  • Unmatched Stability: A 100% business retention rate among all grant recipients.
  • Future-Focused: 58% of our grantees are already planning further expansions.

Success Stories Across Allegany County
From agribusiness to high-end retail, these grants are fueling diverse industries across our region:
  • Step Ahead (Swain): This stair contractor used the grant to expand their customer base fivefold and is now moving into a larger production facility.
  • Living Acres Farm (Alfred Station): By adding a seedling greenhouse and an online storefront, they’ve merged traditional farming with modern efficiency.
  • Triple Brew (Canaseraga): This retail destination has successfully recaptured revenue that previously went to neighboring counties.
  • Peligan Inspections & Excavation (Belmont): Through repeat funding, they are expanding into lead removal, which will create four new jobs in 2026.

Allegany County IDA Advances Redevelopment of Former Great Lakes Cheese Plant

New Cuba Business Park will support warehousing, light manufacturing, and local job growth
Cuba, N.Y.
— December 3, 2025 --

The Allegany County Industrial Development Agency (ACIDA) today announced a major redevelopment initiative: Cuba Business Park, a multi-tenant business park on the former Great Lakes Cheese site in the Town of Cuba. The project builds on the ACIDA’s efforts to revitalize underused commercial properties across Allegany County. "Redeveloping the former Great Lakes Cheese plant is a prime example of our strategic approach: taking a high-value, underutilized industrial asset and putting it back to work,” said ACIDA Executive Director Craig Clark. “This site has the scale and location to attract significant new investment and create sustainable employment opportunities for our residents."

"We are excited about the investment into the former GLC site in South Cuba, that will bring new economic development opportunities and growth to Cuba and the County," said Town Supervisor Lee James. "The Cuba Business Park will be developed as a multi-purpose facility, and initial indications show the potential of 30 manufacturing jobs, as well as other development investments. We look forward to working with owners Joseph Meindl and Alan Knauf, who have a proven track record for redevelopment in Allegany County."

Great Lakes Cheese donated the property to the ACIDA, enabling the agency to move quickly to repurpose the site and prevent it from remaining vacant. Matt Wilkinson, Vice President, Technology & Business Development for Great Lakes Cheese noted, “The Cuba community has graciously hosted us since 1993, and we are proud that many of our employees continue to call the town home. It was important to us that this land be a tangible part of the community’s future. We appreciate the partnership of the ACIDA and the town of Cuba in facilitating this transition and hope Cuba Business Park will facilitate growth to benefit the community and its residents.” The site comprises 34 acres and four existing buildings totaling approximately 190,292 square feet along County Road 6. The new owners, the Cuba Business Park LLC, will initially invest more than $1 million to renovate the facilities and prepare space for warehousing, light manufacturing, and commercial tenants.

The ACIDA’s financial assistance package for the redevelopment includes sales tax, mortgage recording tax, and real property tax exemptions under a lease-leaseback and Payment in Lieu of Taxes (PILOT) structure. In return, the project is expected to deliver public benefits including job creation, retention and expansion of local business activity, and increased long-term tax revenue.

The Cuba Business Park is expected to initially support 30 full-time jobs across warehousing, light manufacturing, and other commercial uses—providing important employment opportunities for the Cuba community and Allegany County.

The developers of Cuba Business Park previously partnered with the ACIDA on the Wellsville Business Park, located at 37 Coats Street in Wellsville, N.Y. That campus offers more than 400,000 square feet of warehouse and manufacturing space plus over 50,000 square feet of office space, and features high-bay clearances (up to 55 feet), multiple loading docks, rail and road access, low-cost municipal electric service to lower tenant operating costs, secure fenced perimeter and video monitoring, and a location within a Federal Opportunity Zone. “Working with the ACIDA has been essential in moving these projects forward,” said Joe Meindl, one of the owners. “In partnership, we’re transforming two underutilized sites into productive business parks that can support new tenants, new jobs, and long-term economic growth in Allegany County.”

The Allegany County Industrial Development Agency (ACIDA) is proud to share the impact of 14 solar-energy projects completed across the county as of November 2025. A recent analysis highlights how these projects are generating significant economic returns while utilizing less than 0.4% of the county's farmland.
Key Highlights:
  • Capital Investment: Over $137 million injected into the local economy.
  • Clean Power: 62.9 MW capacity, generating enough power for an estimated 8,000–10,000 homes annually.
  • Stabilized Tax Base: Annual PILOT payments have increased revenue by 364% compared to pre-solar tax receipts.
Executive Director Craig Clark noted, "This portfolio proves we, at the ACIDA, facilitate the delivery of clean energy and significant municipal revenue while supporting our region's agricultural landowners."
